Trudeau: Diplomats will see second Canadian detained in China 'shortly'

Canada's ambassador to China John McCallum met with detained Canadian Michael Kovrig on Friday but provided no details on the condition of the former diplomat.

China's foreign ministry said ICG was not registered in China and its employees would be "in violation" of the law if they engage in activities in the country.

The arrests came days after Canada detained a top Chinese business executive sought by the United States on fraud charges. As of Wednesday, Canadian authorities had been notified, by fax, only of Kovrig's arrest.

"Canada was granted consular access to Michael Kovrig".

Meng is facing possible extradition to the United States on allegations she misled financial institutions about business Huawei did with Iranian telecommunications companies in violation of worldwide sanctions.

Now, Canada-China co-operation appears to be in tatters following the December 1 arrest of Huawei chief financial officer Meng Wanzhou in Vancouver at the request of US authorities.

Now that Huawei CFO Meng Wanzhou has been released on bail in Vancouver - a common sense decision that reflects her health concerns and bona fides - attention will turn to next steps in the case involving U.S. allegations against her.

Canadian officials have made contact with one of two Canadians being detained by Chinese officials, accused of endangering national security.

Trudeau, in his strongest comments on the matter to date, said China's move against the two Canadians was a reaction to the arrest of Huawei Technologies Co Chief Financial Officer Meng Wanzhou in Vancouver on Dec 1.

The detention of two Canadian citizens in China is unacceptable and they must be returned, US Secretary of State Mike Pompeo said during a press briefing on Friday with Secretary of Defense James Mattis and their Canadian counterparts.

But two sources told The Globe and Mail that the focus has now shifted to China's detention of the two Canadians and Beijing's anger over the arrest of Ms. Meng on fraud charges relating to USA sanctions against Iran.

China blamed Canada for fanning public outrage by arresting Huawei Technologies Co. executive Meng Wanzhou earlier this month, as Beijing continued to ramp up pressure on the US ally.

"From Canada's perspective, these kinds of issues ought never to be confused with one another", she said.

Spavor is a China-based business consultant who facilitates trips to North Korea, met with its leader Kim Jong Un and arranged some of retired National Basketball Association star Dennis Rodman's trips to the country.

Kovrig, who works for the International Crisis Group (ICG) think tank, was being investigated by the Beijing bureau of state security, while the agency's office in northeast Liaoning province was handling the probe into Spavor, Lu said.
