Kim calls for corresponding U.S. measures, ready to meet Trump

"Chairman Kim's firm commitment is expected to have a positive effect on resolving the Korean Peninsula issue smoothly in the new year", spokesman for the office Kim Eui-kyeom said, as quoted by the agency.

Trump and Kim held an historic summit in Singapore in June, at which Kim said he was committed to denuclearising the Korean Peninsula.

Dressed in a Western-style black suit and a navy-silver tie, Kim sat on a leather couch against a backdrop of bookshelves and portraits of his late father and grandfather, his predecessors in the Kim dynasty.

He made the remarks during his closely-watched annual New Year's address.

He said North Korea had shown it was willing to take steps towards denuclearisation, but the USA needed to offer more compromise.

Nuclear-armed North Korea wants good relations with the United States but could consider a change of approach if Washington maintains its sanctions, leader Kim Jong Un warned in his New Year speech on Tuesday after 12 months of diplomatic rapprochement.

It was an occasion the communist leader says he would be keen to repeat: "I am ready to meet with the USA president again at any time and will make efforts to surely create outcomes welcomed by the worldwide community", Kim said. Sanctions have also been strengthened since the meeting with Mr Trump.

The two leaders had traded personal insults - Trump mocked Kim as "Little Rocket Man", who in turn called him a "mentally deranged USA dotard" - and threats of war as fears of conflict rose.

There was no immediate comment from the White House and asked for a reaction, a spokesperson for the U.S. State Department said: "We decline the opportunity to comment."

"If the United States does not keep its promise made in front of the whole world... and insists on sanctions and pressures on our republic, we may be left with no choice but to consider a new way to safeguard our sovereignty and interests", Kim said, as translated by the BBC.

North Korea has ceased its provocative ballistic missile tests in recent months. The drills were scaled back in 2018 to encourage North Korea's turn towards diplomacy.

Kim urged North Korea to alleviate power shortages by raising electricity production.

Kim did not specify the exact nature of what his country would do if sanctions remained in place. Kim specifically offered to resume work at the Gaeseong industrial park on the northern side of the border, where South Korean factories use local labour, and the Mount Geumgang resort in North Korea.

Kim's remarks also appeared meant to appeal to neighbours such as China and South Korea, who the U.S. needs to help maintain sanctions pressure.

Duyeon Kim, from the Center for a New American Security, told CNN that the New Year's message was "confident" and "normal", but added that the message to the US was clear: "He still sent a very firm word of caution, bordering a nuanced threat, that if Washington doesn't keep its Singapore promise and continues with sanctions, then he has Plan B in mind and will go his separate way".

In the 30-minute speech, Kim spent more than 20 minutes highlighting his campaign to create a "self-reliant" economy despite a "harsh economic blockade".

Although he said he wished to pursue economic development instead of nuclear missiles, Kim threatened to change course if the United States does not begin granting sanctions relief and making other reciprocal gestures in 2019.
