Congressional Talks Over Border Hit Snag, Raising Chance of New Shutdown

Efforts to resolve the dispute over border security funding extended into the weekend as a special congressional negotiating panel aimed to reach a deal by Monday, lawmakers and aides said.

Shelby added based on discussions with Trump, he believes a deal with Democrats could be reached if they are "willing to meet us halfway".

Predictably each side blamed the other for the stall in negotiations.

He also suggested that when the term "executive time" appears on his schedule, it means he is "generally working, not relaxing". Trump has called for $5.7 billion, but lawmakers were trying to find a number between $1.3 billion and $2 billion that would be acceptable to both sides.

"To enhance national security and encourage more efficient immigration enforcement, Democrats have proposed a cap on the number of ICE detention beds associated with interior enforcement", the statement said.

Lawmakers could resort to a stopgap resolution with funding through September 30 if they can't get a deal, but acting White House Chief of Staff Mick Mulvaney said on "Fox News Sunday" that Trump "cannot sign everything they put in front of him".

The disagreement centres on President Donald Trump's insistence on a bill that funds a US-Mexico border wall.

A Democratic congressional aide tells NPR talks have broken down over how many detention beds for Immigration and Customs Enforcement will be funded through the agreement. Republicans have said violent criminals caught inside the US shouldn't count toward the cap, and that ICE should have discretion about whom to detain.

The cap Democrats wanted was far too low for them and Republicans argue would force ICE officials to make impossible decisions about which immigrants, including those who might have prior felony records, to detain. "They are offering very little money for the desperately needed Border Wall & now, out of the blue, want a cap on convicted violent felons to be held in detention!" Now, with the awful offers being made by them to the Border Committee, I actually believe they want a Shutdown.

Wyoming Rep. Liz Cheney, a member of GOP leadership, said on CNN's "State of the Union" Sunday that she hoped there would not be another government shutdown and insisted an agreement include funding for a barrier at the border.

The leaked schedules, published by Axios, show a large percent of Trump's daily routine is blocked off for "executive time", which Press Secretary Sarah Sanders said allows for a "creative environment' in which he can work. And I had absolutely no concerns about his cognitive ability or his, you know, his neurological function", Jackson told reporters at the time.
