President Trump Slams California Governor for Putting Pause on Executions

Gavin Newsom, D-Calif., will sign an executive order Wednesday placing an indefinite moratorium on capital punishment.

"The intentional killing of another person is wrong", Newsom said.

"I do not believe that a civilised society can claim to be a leader in the world as long as its government continues to sanction the premeditated and discriminatory execution of its people", he is expected to say.

Newsom says the death penalty system has discriminated against mentally ill defendants and people of color. Voters that year also favored fast-tracking the appeals process, speeding up convicted killers' time on death row, through approving Proposition 66.

With 24 inmates on death row who have exhausted their appeals, Newsom in February said he feared California could potentially execute "more prisoners than any other state in modern history" if no action was taken.

California last executed someone in 2006, when Arnold Schwarzenegger was governor. The executive order, as The Chronicle notes, comes after two attempts to repeal the death penalty at the ballot box, in 2012 and 2016, failed by slim margins. "California will not. They won't do their job, we'll do their job", he said.

On Oct. 1, 1993 Davis kidnapped 12-year-old Polly Klaas from her southern California home.

While Newsom and many advocates favor ending the death penalty, the California people voted in 2016 to keep it for those convicted for first-degree murder.

His administration argues that capital punishment has been a failure, pointing at pervasive inequality running through the United States criminal justice system, the significant number of innocent people who have been wrongfully convicted, and evidence that the costly system doesn't increase safety.

Other governors also have enacted moratoriums.

They were replaced by Brown's successor, Republican tough-on-crime Gov. George Deukmejian, a former attorney general who oversaw a vast expansion of California's prison system before he left the governor's office in 1991. IL ultimately outlawed executions, as did Washington.

Newsom, a liberal Democrat who was elected in 2018, has always been an opponent of the death penalty, and is thought to be building a national political profile as he eyes a possible future presidential campaign.

His office said more than six in 10 condemned California inmates are minorities, citing racial disparities in who is sentenced to die. The reason for the lapse in executions is due to legal challenges against the state's method of lethal injection, the Los Angeles Times reported.

Eighteen states and the District of Columbia have already abolished capital punishment. Another 26 committed suicide.

The last execution in California was when the state put Clarence Ray Allen, 76, to death on January 17, 2006. Newsom said he anxious that the executions of more than 20 inmates who have exhausted their appeals would be resumed.
